Can someone more technically inclined when it comes to computer forensics explain to me what is2.4chan.org goes to a Canadian IP which is connected to a French ISP company, which specific lat/long. points to this little ass home in Canada which is the source of the secondary caching is happening?

I wouldn't doubt it. I'm sure Canada is caching all content so it can silence its citizens posting anything negative, then give the data to Germany, Sweden, UK to crack down on posters who are breaking internet police laws there.
Really though - it makes no fucking sense.
