Buy RX 460, much better. Ideally try if you can make it to accept bios from RX 560, unlocking it to full 1024 shaders. That is the best option now.

If you count only cs then the pc will need a good poorfag cpu, g4560 paired with a rx 550 could work. You mention 120fps which means that it would be logical that the person has a 144hz monitor, and if they can afford that then they can probably just get a more expensive gpu anyways
