the openvz shit boxes are around $2 a month

OpenVZ is basicly chroot on steroids, but you said you 'aren't a CS guy' so it isn't for you (think: linux 'containers')

I doubt you will find a free webhost that allows you free reign on the content you
are serving just because of security. I just setup OpenVZ boxes with nginx/Apache for webhosting, sorry.
