Trying to make an android app (I will port it somehow to iOS, don't know how yet)
I have maybe 15% experience with coding, and I'm still considering paying someone to make my app.
So what I'm asking you is where could I find a barebone/sketch app that has the following things:
Ability to pick color from color palette
Drawing over photos from storage/camera
Ability to add pixelation effect over the photos.

Without memeing, I'll give you some advice. App development specifically Android, is a pain in the dick sometimes. Be ready to work on it for a few months, with most of your time learning how to do something and making example apps and tutorials instead of your own.
As far as a sketch app goes use Gimp to make your beginner storyboard
