I suppose a live wallpaper could do that.
If there's an app out there that allows you conditionally overlay images and acts as a live wallpaper it could work.
You'd need 720 overlays though.

Have you never seen an analogue clock before? Seriously, look at the image - you can see that the hour hand doesn't move in increments of 1/12th.
Furthermore, you're suggesting having 12 images for in which the second hand is in the exact same position. If your solution can apply overlays then ah fuck this finish the sentences yourself

What?
720 overlays of the entire clock for each minute. Not just for the hands. This way a very simple overlay system can be used to display all pre-drawn clock faces.
