You have to set the allocated peer number as close to ACTUAL connected peers as possible.

You can set a pipe for 100 peers, but if only 2 are uploading, tough luck. I wait a couple seconds after I start downloading, then set the pipe to a size that's 5-10 larger than the number of connected peers.

Boom. Everything works.
