It should enhance the experience, not make it impossible to use without.
Imagine posting a comment, javascript could dynamically insert it and maybe update existing list of comments. Even without javascript enabled posting a comment should be possible though with any dynamic updating, the page would have to be updated. What millenial web devs do though is remove the ability to do anything if javashit is disabled. Totally not fine.

JavaScript itself is alright. It's asynchronous functionality is especially neat and the syntax is quite intuitive.
I really enjoy sites that only use their own 1st party JS. What I don't like is having to enable scripts from jsdeliver, AJAX and cloudflare to handle simple tasks like showing/hiding elements or sites that use a discourse plugin for displaying their forum/comments.
