please discuss minimum cost of programming for this ... buy chip only? how much $ .. any software runs on it? only 'C'? says 'can program in C for it'. instructions don't even include divide. Interested. What wattage.

You can program one cheaply using GCC which has supported ARMs for a long time.
Divide is not important, 6502 had neither multiply nor divide or even addition without carry. That was still enough to make the world's first spreadsheet, in less than 64 KB RAM.

Though you'll need to either buy SMT-to-DIP adapter boards from Ebay, or make your own.
For a programmer, you can use a Bus Pirate or a Segger J-Link, depending on budget. Software toolchain is just GCC.
