Because is held itself as the stardard for so long that people still buy 2.0 flash drives because they cost less than 3.0 drives of similar capacity. And 3.0 ports are backwards compatible with 2.0 as well iirc.

2.0 was a 40x speed boost on the same pinout, and unlike 1.0 was viable for both DVD and DTV playback.

3.0 is only a 10x speed boost with more than double the cable and connector complexity, and isn't needed for realtime playback of any consumer video format.

its more a question of do you want 4 usb 2.0 ports, 6 usb 3.0 ports and 2 usb 3.1 ports or if you want 6 usb 3.0 ports and 2 usb 3.1 ports? Just be thankful you're still getting them, only reason is low cost.
