Bitmap fonts are easy to port and render, don't require much processing power making them ideal for old or low power devices.

Non-uefi-cancer BIOSes make use of bitmap fonts. Windows still includes bitmap fonts. Those use .fon extension, they are a good fallback.

Linux is where its at, windows who knows.
I use 6x13 fixed for windows that I found but its not the same as the linux/plan9 6x13
