Sent as a attachment on email, or as a standalone HTTP file(e.g. http://site/eicar.txt) could trigger a scanner on a mailserver/web crawler though.

Although if an HTTP server had a /eicar.txt file, you could probably report the website and automated code would add it blocklists.
