5G gets its "10 gbps" speeds by using a 60GHz band, which can't penetrate walls at all. A single 60GHz band is likely going to be shared between every person near a 5G tower who is in direct line of sight of that tower (read: few of them) with the intention of getting them off the spectrum that everyone else is using.

It's a minor alleviation. You're not actually going to see those kinds of speeds unless you're outside and nothing is between you and the tower, and even then you'll be getting a fraction of that if there's anyone else on the band.

5G likely wont roll out in a similar manner as 3G/4G/LTE. Companies didnt roll out LTE completely until it was capable of actually going through walls reliably. 5G wont be any different.

5G will likely be set up as a mesh network and not on existing towers. Verizon and ATT can easily set this up by running it through their fiber systems. But this also means that only major cities in certain areas will feature it at first, just like LTE. On top of that, only niche phones will even support it for the 3 years following its release as the major phone manufacturers are not going to sink money into it until it becomes stable. Type-C is still beong treated as an experiment and not a serious advancement.

I'm in USA too. I'm on T-Mobile. It's unlimited 4G with reduced priority after 28 GB. I haven't gone over that yet so I don't know how bad reduced priority is, but it's not throttled and others say it's not much of a speed reduction.

Boost has the same deal for less, but their coverage and speed isn't as good where I am.

I usually get about 30 mbit/s.

Not going to happen, 5G will be such a niche for years so you aren't going to get the feds interested. Why would some rep from North Dakota give a shit about regulating data caps now when his state wont have 5G for another decade probably? If you are going to get any regulations it would be at the state level only which means no FCC involvement.
