How useful is it?
it's a programming language. it's reasonably useful if you have an appropriate problem to solve and the knowledge to use it effectively to help solve the problem.
this is like posting a picture of a generic hammer and asking how useful it is. don't ask stupid questions.

i (strongly) prefer python over ruby but i wouldn't say ruby is killed. virtually every language in existence has some use case where a person could reasonably argue for its existence. maybe it's useless to you (it certainly is useless or nearly useless to me), but lots of other people still use it and they're not retarded or crazy or anything for it.
As useful as you want it to be.
It's better than Python in every way except for libraries, so it depends on how much you feel like relying on other peoples code.
I use it for deployment scripts and web scraping tools, iterating over and through shit is so goddamn easy with it.
What is the purpose of Ruby and Python when C# exists?
Ruby on rails is still pretty populair so that's 'useful'. Outside of that, I don't see it being used much because python is usually preferred.

ruby is useful because you can pay 3 "bootcamp graduates" to cobble together your application from stackoverflow snippets for bottom dollar, which is good for subcontracting during those first 2 sprints so I can fuck off for a month and make the real product without having to shrug my shoulders at the first two stakeholder meetings and say "im working on it".
I think its pretty ugly with all it's syntax sugar. Not so many people use it outside of rails, even them they learn the bare minimum to use rails and all it's magic.
