Okey when doing a tiny bit of C I just use gcc, still with Sublime tho.

Visual Studio because it has everything you need and more

Visual Studio doesn't have macros anymore.

I stick with vim. It has macros, hooks into OS commands for manipulating text (linux has a ton) and a complete language for making additional functions.
