I just bought a baofeng uv-5r yesterday, and saw in reviews that the antenna it came with wasn't that great.
Then I noticed my neighbour has this huge ass antenna (pic related), and wondering whether I could use that as a repeater for my signal instead of buying another antenna.
Will this be doable?

I'm terribly sorry. The initial question was about my neighbors antenna. But if I were to be recommended another one, I'd like following specs:
Budget: 15$ tops from AliExpress
Distance: I'd like something that goes 25km
Terrain: Almost only flat, but there's some buildings and smaller hills

It ain't about size.To get the most out of reception and transmitting and shit,figure out what frequencies you wanna use and get the appropriate antenna on ebay.
Antennas are probably the most complex part of rf systems,and you shouldn't take it too lightly.

Google their frequencies or scan until you run into them.They might be using that p25 thing,in which case you probably can't listen in without special equipment.
