The only way for Microsoft to get file from your hard drive is via Windows Defender or crash dumps, both of which can be disabled.

NCSI (Network Connectivity Status Indicator) is just Windows checking for internet connectivity. It's a simple http request with no info being sent, can be disabled.
The stray bing traffic is documented, Microsoft even provides a firewall rule for it, does not apply past version 1511.

Snowden, who has worked for the NSA said that exploits, bugs, vulnerabilities can be used to monitor any device connected to the Internet to some extent and it's especially easier to do so for customers of companies involved in their PRISM project.
