It helps them understand what pictures humans are more likely to pick and recognize as correct, not figure out which ones are 100% correct. Thats probably why you can always do whatever you want on the second one every time

It doesn't know all the answers. For example see: >>59837803
In the legacy captcha, it made you type 2 words. It only knew one of them and was checking it to make sure you got it right. The other one was a scan from a book that Google was trying to digitize.
