You'll have to send ID and a copy of a bill and all sorts of things to an exchange and get verified first, and this takes some time. When you've done that you can send them a wire and only then, when you done all that and have money at an exchange, can you "instantly" buy the Bitcoins.
The simpler way is to look at localbitcoins and find someone there who will accept to sell you BTC for cash in person. Buy a small amount first and meet them and get a feel and ask if they can be your regular BTC hookup.
It's kind of ridiculous that there's so much AML and bullshit roadblocks and surveillance that you have to purchase BTC the same way you'd buy drugs or something but that's really the simplest way these days.
Also know that exchanges report your purchases and what wallet you send the coins to - which is creepy.
