There's plenty of times I find myself with many different programs and windows open, primarily when working on a project. I like being able to see which buttons are which at a glance, so I want labels and don't like grouping. And the double height keeps things manageable in times where single height would leave pretty much nothing but the icons visible.

I've had it this way since 2002 so I'm well used to it.

Hover for multiple windows, click for action, like game design it's best to make one user action do one sort of thing. Obese users can fit all their crap on one taskbar.
