Im a console pleb and need help building a gaming computer. Can you walk me through what i need and what each part does? I have 400 dollars to spend.

Look on ebay for a used i7-3770. HP Elite towers are good for about $200. Then buy the best graphics card you can.

I'm going to assume you have a hdmi tv. Do you have any broken consoles you can steal the hdd from?

$400 isn't much to work with. You may be better off buying a secondhand workstation and adding a compatible GPU. I got a Dell Optiplex 7010 w/i7-3770 SFF for free & put a GTX 1050 Ti (most powerful GPU that would fit in the case, even SFF version very tight fit), it will run most new releases on at least mid settings at 1080p60. You're talking $200-250 for base tower, $150ish for GPU. Make sure you have at least 8GB RAM.

Never buy new GPU or CPU, get these used. That is my only advice for you.
For that money, you are probably better off scouring ebay for some old office i7 pc's and putting a gpu into it. I got an i7 2600, 4gb ddr3, 500gb hdd for £180 so about $250, chuck a 1050ti in there and you have a decent pc.
