How do you optimize a program for AMD processors?
I know for Intel they just compile it using the Intel Compiler, but what about AMD?

You don't.
GCC can target both AMD and Intel architectures with varying levels of optimization
AMD contributes to GCC and LLVM and probably cooperates with Microsoft on their compiler.
Cyberfox's AMD version ran like shit on my 1100t back when I still had it, and Intel64 builds of Fbuild ran way better

Get a compiler for AMD. And never use Intel's compiler because it deliberately cripples optimization on AMD.

Just use -march=native -mtune=native and gcc will target whatever processor it is running on.

It's not really about the program code, it's about the compiler, the operating system and in the case of graphics applications, the driver.
