I have Windows 7 installed on my old PC right now. And I want to install new OS which I have on CD. So normally I would enter BIOS and change boot order so that CD comes before HDD...
BUT
My keyboard isn't working so I cannot enter BIOS. So I thought if I could delete System32 folder that my computer will shut down, and once I restart it, it will boot from CD (because there won't be any operating system on HDD)...

Windows won't let me delete it!

No the bootloader will load and fail. You must enter BIOS to reinstall, or reinstall FROM windows.

why would bootloader fail? It simply goes through list of options and boots from first one which has OS on it. On my laptop CD is at first place in the list right now, but it still boots from HDD (unless there is CD in CD-ROM)?
Then windows would fail to boot, but it would still chose the hdd before the installation media.

right click properties security advanced and change owner

I think in win10 you can boot to the bios with advanced start up or something. Not sure if this is on win7
