I've read through this whole thing and it's honestly more relevant to /pol/ than here.

The dump itself is just a collection of exploits and nothing that any offensive security person wouldn't have. Since the NSA are far from alone in that, people who look after servers are used to dealing with new exploits every few days. And if there was anything new here, it would be "more of the same" and we'd apply the patch, but there isn't.

The entire message is about Trump and meme magic and false Russian flags and anyone actually working in security has no shits to really give.
