How do I transition from a Jr. Dev to a regular Dev? I haven't learned shit at work, and if anything I'm worse off because I've forgotten most of what I learned in college.

Literally by working for a longer time. You're considered mid level around 3 or 4 years I think.

Does it matter if I've only worked at one place though? I'm just about to hit the 3 year mark for my first job in October.

As long as you've been working on similar projects you could be considered mid level in whatever your field is. Have you been getting good raises every year? It's good to jump companies every year or two. You'll get a nice raise each time. When I stayed with a company for too long they wouldn't give me nearly as large of a raise.

How's your linked in profile? Update it, don't lie, but include as much as you can. If you don't get a handful of drive by offers from recruiters in a week, tweak it.
Since you're a junior dev, you may want to get anon junior dev job elsewhere, but for the short term. 1 to 2 years. So don't expect it to be some dream job. Just an intermediate one.
