Lets say you have a CS degree with a 4.0 from a good school but have no references, no experience, have been a NEET for the past 2 years, and don't have much in terms of a portfolio. Can you get a programming job?

I fucking hate those threads. The answer is yes, no, maybe. Does your dad run software engineering firm? Well you might have a pretty good chance. Are you trying to apply to google? They will probably shred your CV the moment someone reads it.
Do some projects and try to apply for entry tier company, work there for some time and then move onto better one.
If you honestly have the talent to back up the lies you should just pay for a fake reference service.
Pro Tip: Format your resume as though your 4 year degree is actually 4 years of experience. At the very least that will get you past the archaic HR filters.
