Alright /g/, I want to beat my neet-ness.
Question is, should I start with the low-level nitty gritty or the high-level
In other words, Should I first start with C or Python?

pick python

you should start sucking dick
it means nothing what you know or what diplomas you have if there no one willing to give you a job.

Python

Python. Google Learn Python The Hard Way and follow that free book or something to help get you started in a structured way. :)

Universities are starting people on python these days.
JavaScript would probably be better than either. There are more jobs making shitty phone apps and websites than there are doing any kind of software engineering. If your main goal is to stop being NEET, JavaScript is the way forward. But Python is closer to JavaScript than C is, so if those are your only choices, pick Python.

Well that'a a hard one. It realy depends on what you want. If you want fast complieing, working with alhorithms and handling memory allocation i say pick c because it will teach you more about how your computer works. But if you want to start building apps in just a few lines of code then i say python.
