Can headphone amplifiers make your $20 headphones sound like a $100 one or they just a meme?

Yes
As someone who owns pic related, it's a meme. But they will sound like a good 30-40 dollar set of headphones.
not the one you posted. Find something with usb/bypassing the 3.5mm jack.

Amplifiers are designed for amplifying sound coming from a source like a DAC. According to Oxford dictionary, to amplify means to increase the volume/power of a sound. It won't make your headphones sound better, but simply louder.

No because anything above $10 SHE3950 is a sidegrade.

It wont make it sound better, but it does become a convenient volume changer.

Oh wait I mean 3590

You got it the wrong way around, an amp is to make sure your pricy headphones don't sound like they're $10.
Of course it depends on the sensitivity of the headphone, most IEMs are really sensitive so the only thing that matters is low noise from the DAC, while big over-ear cans would benefit from amplification, and most planar-magnetic cans need amps.
Headphone amps make your $1000 headphones sound like $1000 headphones

If your source can't drive the headphone properly then AMP might improved your sound. But DAC/AMP is much better for starter.
Pic related, work well with PC and phone.

It's a meme. Get one only if your output isn't loud enough and you want an external volume knob.
It would actually make you realize how shitty your cheap headphone is

No, get good $30 headphones e.g. superlux ones
