The only reason Microsoft hasn't gone full botnet ad-serving machine is because Bill is still alive. Once he hits the bucket Microsoft will be at the mercy of shareholders. Look at shit apple has gotten that even they are announcing that the current macbook pro was a mistake. Basically windows is holding on bya thread.
Lawsuits. They were inconvienient to his monopolistic way of running Microsoft during his tenure. Because he didn't know how to answer to them appropriately or substantiate his claims of no wrongdoing, he steadily let off the gas, gave Ballmer a smack on the ass and tossed the keys to him so he could take a back seat approach and walk away.
Ballmer then the next ten years mopping up what Bill left behind and as a result the company spent most of their time on autopilot, more or less.
They will eventually become more like IBM which does more consulting than actual development when the time becomes right.

Actually people forget that the driving force behind Microsoft's aggressive monopolistic behaviour was Gates. He was the one who decided that Internet Explorer should use proprietary standards which lead to the horrible IE legacy that still haunts us today.
He was the one who enforced the Embrace Extend and Extinguish strategy on everything Microsoft couldn't buy but wanted to own.
The only reason Microsoft opened up and stopped acting like a monopoly is because Gates was no longer in charge.
