do you know his computer's routable IP address or just the address of some NAT gateway he's behind? does he have his firewall disabled? are you authenticated as an administrator in the same domain as him?

gentoo has a builtin CLI that allow you to do this. just install gentoo and run:
./remote --ip <ip address> --drive windows --command power_off
