I was going to say, does it matter if anyone can make MIPS? I know it used to be popular in routers and switches but I've seen a big jump to ARM recently, at least in consumer models.

Parts of the ISA are still locked down by patents probably. The older parts are probably free by now but newer designs need to be licensed in order to be sold in the west. Whoever owns the ISA controls the licensing so the chinese would likely put in a bid for it.
