It's the eject button for the PC Card slot.
It's probably left over from the last owner. It looks like one of those Kensington locks where you can secure/tether your laptop to a desk for security purposes. That nub was probably the quick disconnect. I think you can remove it with some twisting, not sure.
It's a PC card ejector from a titanium PowerBook G4.
