You would theorically notice a performance upgrade from a clean install but its the same than 7 leaving DX12 aside.

W10 has too much shit running in the background.
If you ever need to install it use 2016 LTSB enterprise ISO and disable updates, windows defender and turn "off" telemetry.

It's worse since constant telemetry prevents you from utilizing your components to their max.
