I think it's a pretty good overview.
Of coures we could argue about details, but as a "rule of thumb" these are the skills you should have.
But of course it always depends on the job, your experience and so on..

As I understood this, it's not to weed out candidates, it's more about an orientation of skills for various posistions. If you have 20 people that are god with git - hooray!
If I recall correctly, a junior should have "Level 1" in at least 80% of all fields (anmd the list is longer than the picture), a senior at least 80% of all "Level 2". Or somehting like that.
Of course it's biased (any maybe a little bit ambitious), but I think it's a nice overview.
