Well that's a topic in machine learning so go visit your local university and start learning up on machine learning. You can also read papers that the paper cites, hopefully to glean some background
In fact, each paper will have references that they cite, that's where you go on scholar.google.com and read up on papers and explore other papers, basically like what you do on Wikipedia except it is now academic
It takes a little bit of 'taking the red-pill' because it's a world that not many people are aware of exists, reading papers is an acquired taste. I know this one doctor that read papers when they're at the toilet for example

The trick is keeping up with developments every hour 24/7/365. Good profession if you sleep in 2 hour blocks twice or sometimes three times a day.
