It's not just about the frequency or latency, there's a ton of things at play there.
For example if you have Micron or Hynix memory, it pales in comparison to Samsung, which is what the 3200/3600mhz g.skill RAM uses.

Is that at x4 anon?
I have a 960 evo and the bios resolutely refuses to boot when set to x4 and reverts to x2, I have very similar performance stats though.
Maybe it doesn't matter.
