What happens to a GPU if it's VRMs get too hot?

The VRM's blow up.
Literally.
They can also blow up the surrounding components when they do.
Takes a fuckton of overvolting to do it though, as most GPU's don't even need them to be actively cooled. Most VRMs are fine up to or over 125'c.

Nah, that was the capacitors. The VRMs on those EVGA cards weren't even close to their max rated temperatures.

Good GPUs just throttle.
If you have good VRMs such as the IR PowIRstages, they'll report the temperature which you can read with a program such as HWMonitor.
Mine starts to throttle when the VRMs reach 115°C, but they can easily sustain 125°C and more.
