everyone already has. it's why services like slack replaced it, to eliminate the autism. op power levels (circlejerk levels) and voicing has no place in any business, this "protocol" has the word chat in its acronym pretending that these things aren't exclusively put in place to silence users. IRC isn't muh sekrit club, it's "yuh" sekrit club, hence being unable to say anything unless you were already part of the circlejerk at least 5 years ago. This is why OP won't be able to get in now, or ever and why IRC is effectively dead as all channels will have this by now.

Seconded. I'm trying to push this as part of a standards-based messaging platform for my company (with IRCv3, Charybdis, atheme, archived logs and bots copied from #perl6 channel). Unfortunately I think it's doomed though, everyone wants pretty GUIs and emoticons :-(
