The feds are not stupid. Of course they try to grab MAC of your PC, not your modem or wifi router, faggots. The MAC value itself often tells if it's an end host, or just some middlebox.
For example, java applet can enumerate host interfaces, including MAC. Tor browser exploit, for example, didn't install a botnet, it merely sent your homeip and MAC of host where the exploit ran.
Permanently changing a MAC isn't a bad idea, but not every windows NIC driver supports it.

Partially correct. NAT does not change a frames Source MAC Address, a router or any layer3 devices however will in general. A router does not have to change your IP address to it's own address to be able to route packets to and from the source or target host.
