If you had a very poorly implemented feature, you'd hide it as well. It doesn't merge in sense you're used to, merging folder A into B on a mac will put all of A's new stuff in B, and for any conflict (like A/file and B/file) it will always replace with the version from A instead of prompting you for a choice like any sane OS.

Replacing the directory is more natural.
If you want to combine directory contents you should just enter the one you're moving cmd+A to select all then drag drop them into other directory. Or use rsync or ditto.
