I can think of a few reasons. Mainly, that they want to keep a clear distinction between their 'portable' devices and their 'serious' ones. And that it was easier to scale up their existing underlying design than to try and engineer an actual x86-64 device in that form factor. And that it looks less like they're late to the party this way. And that it at least partially avoids direct comparisons to the Surface line.
