are you streaming the same files or just Netflix for comparison?
If it's Netflix or something the files are often smaller than the encodes you download off pirate sites and it will dynamically lower the quality when you have lower speeds.

Your wifi either sucks and doesnt have enough bandwidth.
Your plex server is too slow to transcode fast enough, you should opt for "optimized versions" aka pre transcoded files.
