I think they are getting better. The faces on the left are just uglier.
Also look up uncanny valley. I think that phenomenon may explain why the characters in Andromeda looks so off.
Basically characters in old vidya look too unrealistic for our brains to even try and associate with humans; they're more like dolls.
In Andromeda though the graphics are way more realistic, but the animations are still not realistic enough for our brains to fully recognize the characters as human, thus making them some weird hybrid that just comes off as creepy
