I never got this argument, yah certain places roads are going to be shitty and in some places they are brand new, it is going to be like that anywhere. There is not enough money, workers, or time to constantly rebuild every road. Unless you mean infrastructure design in which case ours just works, and is fairly efficient, the only problem is the hoards of horrible drivers who manage to fuck up everyday and slow everyone down but at least 90% of them probably have a license, insurance and registration.

I'm not an engineer or anything, but I think in both cases you would need a system to change the colour depend in on some input. In one case, the input is just the position of the knobs, and in the other you'd need to add a thermometer. Looks like the first is more simple to me ? Or am I missing something ?

The thermometer is simpler because it can be integrated into the same PCB as the LEDs and rotation sensors are a ton more expensive than thermistors.

these devices are turbine-powered
you already have a turbine and LED's packed together (both need to be in the faucet)
so it's little additional effort to include a tiny microcontroller or maybe even just a few passive components and a thermistor along with those to determine which LED to light up based on the resistance of the thermistor (aka, the temperature)

using the handles would basically mean the LED feature would need to be sold along with the whole faucet assembly, since there'd be no other good way to do it, and it wouldn't even be accurate (you could have cold water coming out of the hot tap and you wouldn't know it wasn't hot since you're not measuring it)
