How do I connect a Nokia 7110 to my PC?

I got the data cable, connected it, and ran Oxygen Phone Manager and Nokia PC suite but neither one recognizes the phone.
I have drivers for the cable but I'm unaware if more drivers are needed, and what could they be?

I simply want to load custom graphics into the phone.

Does your computer have a serial port or are you using a serial to USB adapter?
