I think I'm being tracked on my network. My VLC won't work properly. It keeps picking up these weird feedback transmissions. What Should I DO?

All I'm doing is looping jack and the rave downloaded from youtube. I think i have the wrong device selected on audio..... Does anyone know an expert on this sort of stuff?
