You can enable that type of border through Winaero or something. Its a modified version of the High Contrast themes

Here's how:

Go to C:\Windows\Resources\Themes\ and copy the file aero.theme.
Rename the file to aerolite.theme and open with Notepad.

Modify these:

[Theme]
DisplayName=AeroLite

[VisualStyles]
Path=%ResourceDir%\Themes\Aero\AeroLite.msstyles

save then move the file to: C:\Users\Yuliya\AppData\Local\Microsoft\Windows\Themes\
