How do you factory reset a win7 PC without the install CD or any restore points? Trying to get my parents old PC in good condition again and it's painfully slow. I would just restore to previous point when it was first installed but all restore points have been deleted

just download the iso from microsoft and burn it to disc/usb

Check if there's a BIOS message when the PC turns on that says something like "Press F2 for recovery" If so, press it and follow instructions.
Read the manual, sometimes the message won't appear but the PC has a recovery partition that will install a OEM system.
Otherwise you'll have to get a Windows ISO and make a clean install
