It's actually probably not. RS232 is a 12v signal and that's pretty uncommon. I don't specifically know SCADA but an rs232 compatible protocol at lower voltages is very common. Still one of the simplest most tried and true serial protocls there has ever been.

It was an early way to get computers to talk to industrial shit, and once some of the more popular ones started using it then everyone started using it.

Try RS485
It's because USB and other shit has too many layers and makes it impossible to troubleshoot.
RS485 is trivial to understand thus actually useful.
