From my home network, is there any way I can boot a specific computer off the router? Basically, I need a way to turn on/off their internet usage with a simple app or program while keeping all other connections in working order.. Any help would be appreciated.

I'll bite. Granted I am an embedded engineer so all my solutions are a mix of greasy/creative/clever so bare with me.
Basically you want to identify the MAC of the computer in question. Then you want to add that MAC to the black list of your router page. It should be in the fire wall settings.
Now really toggling it on and off is kind a simple matter of sending an HTTP request to your router. If you're really smart you could even do it with telnet if your router supported it.
So I'm assuming you're running windows? Things would be a lot easier for you if you were running linux but essentially you just need a way to remotely call a BAT(windows) or .sh/batch script if linux. To do that you have to have something on your pc always listening for the request and something to send it from, most likely your phone.

another thought, if you simply had a script running all the time identifying all your neighbors IP addresses/MAC addresses and had a fake NIC that would automatically assign it's IP to the same IP that the MAC address of the computer assigned itself via the dhcp table. It might occasionally not work as intended but I guarantee that it will be frustrating as hell for whoever is using the computer. That'd save you the router page bullshit.
