Um, the two aren't the same ... they're both types of attacks on your computational equipment but they are not the same. One involves your equipment getting breached (someone else having control over your system) and the other involves you being unable to reach the Internet through that connection.

What makes you think you've been hacked/DDoS'd? Also, which is it? DDoS or a system compromise?

umm maybe a system compromise. I use wirecast to transmit on youtube my connection is optimal but I do not start the transmission, and this happens every time I want to transmit important events related to my work.
I test on non-working days and everything works

In the history of devices of youtube appeared a MAC pc to then fade away ,immediately began to having problems connecting Wirecast to youtube
